John Watkins is a life long resident of New Albany, Indiana. He received a Bachelor of Arts on Secondary Education, majoring in Social Studies and a completing endorsement in Special Education from Indiana University Southeast in 1979 and a Master of Liberal Studies, with concentrations in History and Political Science, from IU Southeast in 2008. He began his career in human services in July 1979 with Rauch, Inc. and moved to New Hope Services, Inc. in February of 1981 where he is still employed in a having served in a variety of program, facility and project management roles over the 31+ years and is currently the Assets and Special Projects Manager. He is a veteran of the United States Marine Corps and an active member of Wesley Chapel United Methodist Church of New Albany.

Among his diverse community activities are:

• The Kiwanis of Historic New Albany since 1996, president 2010 program year.
• Active volunteer and member of the Frazier History Museum since 2005.
• Charter member, and chair since 2001, of the Southern Indiana Transit Advisory Group, a local coalition of human service transit providers.
• Board member of the Regional Mobility Council which deals with regional issues on transit and mobility for the elderly and disabled.
• Graduate of Leadership Clark County (now Leadership Southern Indiana) in 1985.
• Member of the Scott County Chamber of Commerce steering committee to establish the Leadership Scott County Program, board member 1992-94, board chair 1992 and graduate of the Leadership Scott County class of 1993.
• Advisory member of the Transportation Technical Coordination Committee of the Kentuckiana Planning and Development Agency since 2005.
• Board member and current president of the Indiana University Southeast Alumni Board of Directors.
• Building committee member for Wesley Chapel United Methodist Church.
